The District’s “Fulfilling Our Mission” theme for this fiscal year reminds us of our purpose and the products and services we should be offering. As resources dwindle and we strive to “do more with less,” our mission statement clarifies our objectives and sets our short-term and long-term initiatives. As the recovery from the recession continues, our District aided residents by instituting a flat-tax levy for five consecutive years (2013-17), even while debt service payments for voter-approved referendum debt continues to rise.
The current budget continues to exemplify our strong financial stewardship that is based upon careful planning to allocate necessary resources to maintain current facilities as we face an aging infrastructure, while still recognizing the growth of District assets. It’s essential we consider not only development and acquisition costs of new assets, but the long-term maintenance cost impact as well. With property tax receipts unchanged since 2010, it is imperative for staff to create innovative solutions to rising operating costs. With the use of fund balances, maximized efficiency, and new cost-saving measures, we are able to provide our residents with outstanding park, open space and recreation services. Our practices have been able to avoid severe budget cycle problems that were experienced by many units of local government during the extended economic downturn, but we must consider other options for funding capital projects and large-scale repair and maintenance items.

The annual budget report is a comprehensive document highlighting our agency profile, previous accomplishments, strategic plan, policies, budget summaries, proposed budget by fund and more. The District has received the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award every year since 2008.
The Fox Valley Park District has received the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for its annual budget for every year since 1999.
